Taken from the unapproved minutes and reporter’s notes of the regular meeting of City Council, City of Scobey, Montana held Tuesday, May 12, 2026 at 8:30 a.m.

REGULAR MEETING Mayor Morgan Lekvold called the meeting to order with Councilmembers Brian French, Niki Larson, and Greg Crowder present. Seth Axtman was absent. John Bach, Interstate Eng., Trevor Manternach, Art Holum, Preston Baldry, Jedd Lekvold (8:55 a.m.) City Attorney Samantha Howard, PWD Steve Berreth, and Clerk Sonya M. Southland also attended.

Public Works Report – • PWD Berreth reported the new GT is on its way.

• Water and sewer have been installed at the splash pad. Plumbing installed this week, then concrete poured.

• Pool has been painted and should be ready by June 1st – for lifeguard training.

• The trenching should be completed soon on the north side of the park to install electrical pods.

Zoning Administrator Report — reviewed permits at 311 Robinson St., 107 Janus, 306 Oie, and 204 2nd St., plus the recommendation from zoning board to allow annexation and initial zoning for the new hospital site. All permits are in compliance. Councilman Crowder moved to approve all permits; seconded/passed.

The zoning board has recommended annexation and the establishment of initial zoning as Public for the new hospital site. Councilwoman Larson moved to accept the recommendations. City Attorney will draft a resolution establishing the annexation; seconded and passed.

A notice of non-compliance of the City code was mailed.

Pool Manager Report

Mayor Lekvold reported the Pool Manager is at training.

Council Comment – Councilman French asked the Clerk to send out a reminder that City dumpsters are for bagged household garbage only.

City Sponsorship for the Infrastructure Project for the Hospital – John Bach, Interstate Eng gave an overview of the project. City would serve as fiscal agent and borrow 2.49 million from the USDA for the on-site and off-site infra-structure package. City will be sponsor of the revenue bonds.
