Taken from the unapproved minutes and reporter’s notes of the regular meeting of City Council, City of Scobey Montana held Tuesday, December 9,2025 at 8:30 a.m.

REGULAR MEETING Mayor Morgan Lekvold called the meeting to order with Councilmembers Brian French, Seth Axtman, and Niki Larson present, and Greg Crowder was present via Slack. Greg Lukaski via Zoom, Marshall and Sarah Nelson, Paula Jensen, Sheriff Lowe, PWD Steve Berreth, and Clerk Sonya M.

Public Hearing - Wastewater PER Great West Eng.

Greg Lukaski presented an overview of the wastewater system evaluation with three options. One option is to do nothing; the second was lagoon maintenance and systems upgrades, and the third alternative was to replace the force main to the pivot. That main has reached the end of its design life. The collection system isn’t broken, so we have no recommendations. The only recommendation for that system is to perform maintenance, including removing trees and related work.

Greg reviewed a funding scenario. Currently, our sewer rates meet the target rate required for grant eligibility. The City may be eligible for MCEP funds, a DNRC grant/loan, a CDBG grant, or a Rural Development loan. Instead of an RD loan, it would be better to choose SRF, which offers lower interest rates. ...
