Taken from the unapproved minutes and reporter’s notes of the regular meeting of City Council, City of Scobey, Montana held Tuesday, April 14, 2026 at 8:30 a.m.
REGULAR MEETING Mayor Morgan Lekvold called the meeting to order with Councilmembers Brian French, Niki Larson, Greg Crowder, and Seth Axtman present. Kody Brinton, CEO DMHC, John Bach, Interstate Eng., Greg Lukaski, Great West Eng., City Attorney Samantha Howard, Fire Chief Wyatt Wilder, PWD Steve Berreth, and Clerk Sonya M. Southland also attended.
At 8:31 a.m., the regular City Council meeting closed.
Public Hearing –Mayor Lekvold opened the Public Hearing to hear comments on adopting the Daniels County Growth Policy at 8:31 a.m. Hearing no comments, the hearing was closed.
Public Hearing - Mayor Lekvold opened the Public Hearing at 8:32 a.m. to hear comments on the adoption of the 2026 Capital Improvement Plan. Hearing no comments, the hearing was closed.
At 8:33 a.m., the regular City Council meeting reopened.
Utility Clerk Report— Utility Clerk Janet Armbrust reported that accounts receivable continues to decline. She also discussed the current number of pet licenses: the City has issued 56 this year, compared to 41 last year. Does Council want Janet to send out individual reminder letters to pet owners who have not renewed their licenses?
Public Works Report –
• PWD Berreth reported they started draining the pool – pool cleanup is scheduled for this weekend; baseball park cleanup is next week.
• Green lawn waste cans have been set out
• The new Garbage Truck is still scheduled to be here by the end of the month.
Zoning Administrator Report — PWD Berreth reported that the Zoning Board will review a conditional use permit at their meeting tomorrow. Council reviewed permits at 711 Timmons St., 402 4th Ave W., and 703 1st Ave E. The permit at 711 Timmons St. will be approved on the condition that she removes the trees in the street right of way as previously discussed.
